The main medium of raising funds for blockchain projects is Initial Coin Offering (ICO). Since Mastercoin Coin Offering in early 2013, hundreds of ICOs have been carried out. In essence, ICO revolves around project developers collecting investment contributions (or speculations) from the community (or users) denominated in Ether (or other cryptocurrencies), and the developer issuing tokens from the product. The interaction between investors (ICO buyers) and developers is done through smart contracts.
Initial Exchange Offering (IEO) requires one or more exchanges that work with blockchain project developers. The project developer will print the tokens and send them to an exchange which then sells the tokens to investors and receives payments in Ether.
Contracts found traditionally in ICOs can also be used in IEOs, these conditions include limiting the contribution per individual and having a fixed price per token.
From the perspective of crypto contributors / investors / IEO participants, they no longer send Ether to the Smart Contract address that regulates the ICO, but each IEO participant must create an account on the exchange and send ETH (or other accepted crypto) to this account. When the IEO starts, participants can buy tokens directly from the exchange.
